May conflict of interest! Gordon imbestigahan sa COVID-19 testing deal ng Red Cross, PhilHealth – De Lima

Kailangan umanong imbestigahan ang diumano’y conflict of interest sa pagpasok ni senador at Philippine Red Cross (PRC) chairperson Richard Gordon sa kasunduan sa PhilHealth para sa COVID-19 testing, ayon kay Senador Leila de Lima.

“Sen. Gordon, in his capacity as Blue Ribbon Committee chair, is still investigating PhilHealth when the Memorandum of Agreement (MOA) between PRC and PhilHealth was negotiated and signed. Sen. Gordon himself signed the MOA. That is a clear conflict of interest,” ani De Lima sa isang statement.

“The allegations (of impropriety), prima facie, are serious enough to warrant a separate full-blown investigation on the precise nature of the transaction between PRC and PhilHealth,” dagdag nito.

Binigyang-diin ni De Lima na ang PhilHealth, bilang isang government-owened and controlled corporation, ay hinid maaring gumawa ng advance payement dahil taliwas ito sa kasalukuyang batas.

“Yet, it was included in the MOA. In fact, P100 million was paid upfront upon execution of the MOA,” sabi ng senadora.

“The Bayanihan to Heal as One Act did not repeal or suspend the provisions of the State Auditing Code which prohibits payment of advances without prior approval of the President,” anang senadora.

Sa ilalim ng Bayanihan 1 law, ang estado ay pinpapayagang makipag-partner sa PRC bilang primary humanitarian agency na makakatulong sa gobyerno sa pagbibigay ng tulong sa tao sa laban kontra COVID-19.

“It cannot be argued that the basis for the advance payment of P100 million to the PRC was the Interim Reimbursement Mechanism (IRM),” ayon kay De Lima.

Nauna nang naglabas si Gordon ng report ng sa imbestigayson ng Blue Ribbon sa katiwalian sa state health insurer noong 2019.

Sa nasabing report, idinawit nito si datig Health Secretary Janette Garin at iba pang mga opisyal ng PhilHealth sa diumano’y iregularidad sa state health insurer.

Noong nagdaang buwan, kinaladkad ni dating PhilHealth anti-fraud officer and whistleblower Atty. Thorrson Montes Keith ang pangalan ni Gordon sa diumano’y maanomalyang deal sa pagitan ng PhilHealth at PRC.

Sabi ni De Lima kailangang masuring mauti ang MOA sa pagitan gn PRC at PhiilHealth para makita kung ang mga kuwestiyonableng probinsyon ay naulit sa iba pang mga kasunduan na ipinasok ng state health insurer.

“We should investigate whether the questionable provisions in this MOA are repeated in other agreements entered into by PhilHealth,” ani De Lima.

“Even as many hospitals feel the pinch of having to wait for PhilHealth reimbursements for their COVID-19-related expenses, we see some institutions favored by not just prompt but advanced payments agreed to in spite of clear statutory prohibitions,” sambit pa nito.
