Drilon: Anti-insurgency fund i-audit

Dahil sa kakulangan ng transparency sa paggamit ng bilyong piso para sa anti-insurgency program ng gobyerno, dapat umanong suriin ng Commission on Audit (COA) ang pondo ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), ayon kay Senate Minority Leader Franklin Drilon.

“I support a special audit of the funds allotted to the NTF-ELCAC. Given the various kinds of corruption that we’ve unearthed in the Senate, a COA special audit of all the funds that went to the government’s anti-insurgency program administered by the NTF-ELCAC is a welcome development,” sabi ni Drilon.

“The COA should keep an eagle eye on these funds especially with the birth of a new program called Barangay Development Program,” dagdag pa nito.

Nauna nang sinabi ni Drilon na maaaring gamitin ang malaking pondo ng NTF-ELCAC para sa eleksiyon sa 2022.

Sa ilalim ng panukalang P4.5 trilyong 2021 national budget, mahigit P19 bilyon ang inilaan sa NTF-ELCAC kung saan P16.4 bilyon nito ay mapupunta sa Barangay Development Program.

Sa programang ito, plano ng gobyerno na mamahagi ng P20 milyon sa iba’t ibang barangay na hindi na pinamumugaran ng mga rebeldeng komunista na pwedeng gamitin sa pagpapagawa ng farm-to-market road, school building, water at sanitation system, electrification at iba pa.

“Why is the fund given directly to local government units this time? Are they capable of implementing a P10 million road program?” sabi ni Drilon.

Duda itong maipapatupad ng mga barnagay ang naturang mga proyekto dahil magdudulot lang ito ng ‘bureaucratic layers’.

Magiging kumplikado lang aniya ang proseso dahil mapupuwersa ang mga barangay na pumasok sa iba’t ibang kasunduan sa mga implementing agencies.

Mahirap din aniyang i-audit ang pondo at bantayan laban sa pag-abuso at korapsyon.

“The money going from one hand to another, we can expect what happens next. This is exactly the kind of setup that allows corruption to thrive,” ani Drilon.

“We must avoid this in the budget if we really want to enhance transparency and accountability on the use of funds. Let the agencies handle the projects and let them be accountable for the funds,” sambit pa nito.
