“The honorable secretary knows all that is happening in PhilHealth,” pahayag ni Adre sa pagdinig.

“Dr. Duque ordered us then to distribute 5 M free PhilHealth cards, which corresponded to the 5 million lead votes of the late Fernando Poe Jr. against former President Gloria Macapagal Arroyo,” sabi ni Adre.

“These free PhilHealth cards were to be distributed then to perceived political allies nationwide during the election period to offset the 5 million lead of the late PFJ in the survey,” dagdag pa nito.

“Back then, I questioned the distribution of free cards where there were specific instructions from PCEO Duque not to give any allocation for then Davao City Mayor Rodrigo Duterte,” sabi ni Adre.

“To ensure that we would not commit any election violation, the Regional Office in Davao distributed the cards after the election, and directly through the barangays in the entire Region Xi,” sambit pa nito.

“To this day, the said 5 million PhilHealth cards amounting to billions of pesos is yet to be fully paid,” ayon pa kay Adre.
