‘Di nakiisa sa panawagang mag-resign si Duque, Drilon nagsisi

Naghinayang si Senate minority leader Franklin Drilon na hindi siya lumagda sa Senate resolution noong Abril na nanawagan para sa agarang pagbitiw ni Health Secretary Francisco Duque III.

Sa pagpapatuloy ng Senate Committee of the Whole sa umano’y anomalya sa Philippine Health Insurance Corp. (PhilHealth), sinabi ni Drilon na hindi siya lumagda sa Senate Resolution No. 362, na nilagdaan ng 14 senador, kahit na siya ay nasa panig ng oposisyon.

Ito’y dahil nais aniya niyang bigyan ng pagkakataon si Duque na patunayan na kanya niyang pamunuan ang laban ng gobyerno kontra COVID-19 pandemic.

“I wanted to see him perform. But on the basis of what we have seen, the performance of Sec. Duque did not justify my non-signing, sad to say,” sabi ni Drilon.

“Your poor health management has resulted in the longest lockdown in the world. Unfortunately, our Secretary of Health has failed to manage the pandemic and its curve,” dagdag nito.

Si Duque ay dumalo sa pagdinig sa pamamagitan ng teleconference.

Binigyang-diin ni Drilon na sa kasalukuyan mahigit 164,000 katao na ang nahawahan ng virus, mahigit 2,600 ang namatay, pitong milyong Pinoy na nawala ng trabaho at nagresulta sa pagkagutom ng limang milyong pamilya.

“And that, Mr. President is unacceptable. Your failure to manage the health system has resulted to a great burden on PhilHealth,” sabi ni Drilon.

Kinuwestiyon din ni Drilon ang kaibahan ng tugon ni Duque sa COVID-19 pandemic sa desisyon ni PhilHealth President General Ricardo Morales.

Noong Agosto 11, pinaliwanag ni Morales sa pagdinig sa Senado kung bakit nila inaprubahan ang pondo para sa Interim Reimbursement Mechanism (IRM) scheme.

Sabi ni Morales, nasa ‘state of anxiety’ na ang PhilHealth at gusto lang nilang magkaroon ng preemptive action laban sa pandemya para makapaghanda ang mga ospital.

Subalit si Duque naman umano ay hindi man lang nag-panic ng panahon na na lumala na ang kaso ng COvid-19 sa bansa.

“By the end of January 2020, when there were already over 6,000 Covid-19 cases in China, the Health Secretary was still reluctant to recommend the ban of Chinese nationals from entering the country, citing serious ‘political and diplomatic repercussions’,” ai Drilon.

’If we do this, then the concerned country — China in this case — might question why we’re not doing the same for other countries that have reported confirmed cases of novel coronavirus.’ He even said, casually, that: ‘It is one of the possible options but not at this moment’,” diin pa nito.

“I do not even think that Mr. Duque was already in a ‘state of anxiety’ on March 9 when he thumbed down a lockdown proposal to contain community transmission of the disease,” sambit pa nito.
