Chinese vessel nanghimasok sa Recto Bank

Kinumpirma ng Philippine Navy na kahit walang consent ng ating bansa ay nagmamanman ang mga Chinese vessel malapit sa Recto Bank (Reed Bank) sa West Philippine Sea, nang ilang araw na.

Sa isang online news forum nitong Lunes, sinabi ni Navy Vice Admiral Giovanni Carlo Bacordo na walang clearance ang Chinese vessel na magkondukta ng survey sa nasabing lugar.

Magsusumite aniya ang Navy ng ulat sa Department of Defense, at hihiling na maghain ang bansa ng diplomatic protest laban sa nasabing pagmamatyag.

“It has come to my attention the presence of two Chinese surveillance vessels in Recto Bank—right now I think there’s only one. We have reported this already and we have checked if they have any clearance to conduct survey in that area. We found out there is none,” wika ni Bacordo.

“We would like to conclude that indeed they’re conducting surveys because they have been there for about a week already and the speed is something less than three knots and you’re only doing that if you’re conducting actual surveys. We will be submitting this report to the Defense department and request for the filing of a diplomatic protest,” aniya pa.

Napaulat na ang naturang Chinese vessel, na natukoy bilang Xiang Yang Hong 14, ay dumating sa Reed Bank noong Agosto 6.

Batay sa United Nations Convention on the Law of the Sea, dapat may consent ang isang bansa sa pagsasagawa ng survey sa exclusive economic zone o EEZ ng ibang bansa.

Inaangkin ng China ang Recto Bank pero napagdesisyunan na sa 2016 arbitral ruling na parte ito ng EEZ ng Pilipinas. Ibig sabihin, mayroon tayong eksklusibong sovereign rights sa nasabing lugar.

Samantala, isinantabi ni Pangulong Rodrigo Duterte ang ruling para mapalapit sa China, habang hindi naman kinikilala ng China ang hatol.
