Paglagay sa ‘floating’ status ng BPO employee iimbestigahan – De Lima

Pinasisiyasat ni Senadora Leila de Lima ang napaulat na kaso ng mga regular na manggagawa ng business process outsourcing (BPO) company na inilagay sa “floating status” sa gitna ng coronavirus pandemic.

Sa Senate Resolution No. 462, nais ng senadora na iparebyu ang kasalukuyang labor, policies at practices para maging responsive sa pangangailangan ng mga mangagawa sa panahon na naghihingalo ang ekonomiya bunsod ng global health crisis.

“The designation of floating status to employees is a labor practice where employers capitalize on legal loopholes in order to protect assets and capital investments and clear them from any financial obligations they may have to their employees for extended periods of time,” sabi sa resolusyon.

“The fairness of existing labor laws and policies, such as the designation of floating status employees, should be re-examined, particularly during extraordinary times of crisis such as the one brought by the COVID-19 pandemic,” dagdag pa doon.

Ayon kay De Lima, ang mga regular employee ng ilang BPO na nagkaroon ng kontak sa COVID-19 patient ay inilalagay sa floating status at 14-araw na mandatory self quarantine na walang bayad sa kabila ng pagiging regular ng mga ito.

Ilang regular employees naman ng kunmpanya ng BPO ay inilagay sa floating status sa loob ng 90 araw matapos umatras ang offshore account dahil sa global economic downturn.

“Despite being regular employees, workers are left with no choice but to accept the status quo rather than face permanent retrenchment should they seek other employment opportunities elsewhere,” sabi ng senadora.

Binigyang-diin ni De Lima, chair ng Senate social justice committee, na dapat na tingnan ng gobyerno at ng BPO companies ang kapakanan ng mga BPO worker at suportahan sila sa panahon ng pandemya.

“More equitable labor arrangements should be institutionalized in order to balance the equation and provide protection to not just capital investments but, more importantly, the labor power supplied by workers themselves which serve as the key foundation of our economy,” sabi ng mambabatas.
