Dominguez gusto MGCQ na NCR, Calabarzon

Kung si Finance Secretary Carlos Dominguez III ang tatanungin, nais nitong ilagay na sa mas maluwag na modified general community quarantine (MGCQ) ang National Capital Region (NCR) at CALABARZON (Cavite, Laguna, Batangas, Rizal, at Quezon).

Pinaliwanag ni Dominguez sa pulong ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) sa pamumuno ni Pangulong Rodrigo Duterte, Martes ng gabi, na malaking bahagi ng ekonomiya ng bansa ang nakabase sa NCR at CALABARZON kung kaya’t nais niyang mabuksan na ang mga nasabing rehiyon mula sa mahigpit na quarantine protocol.

“You know, you put NCR, CALABARZON, that is where the economy is based. About 60 percent or 67 percent of our economy is based on that area. That should move more to the MGCQ as quickly as possible because people have to start working,” giit ni Dominguez.

Gayuman, kailangan pa rin aniyang i-monitor ang NCR at CALABARZON sa barangay level para sakaling magkaroon ng pagtaas sa mga kaso ng coronavirus disease 2019 (COVID-19) sa mga nasabing lugar ay maisasara ito upang makontrol ang paglaganap ng sakit.

“But do it on a place to place. And do it also on a company-to-company basis. So if the company has big spike close it down also,” mungkahi ni Dominguez.

Naniniwala ang kalihim na hindi na umano mawawala ang COVID-19 kung kaya’t dapat aniyang simulan na natin ang pagbubukas sa ekonomiya ng bansa.

“So we have to face the new reality. The reality today is that the virus is not going to go away. And we will have to live with it for a long period of time,” aniya pa.

Ipinagmalaki pa ni Dominguez na matibay ang economic fundamentals ng bansa para matugunan ang pandemya.

“Number one, our growth has been 6.6 on the average — 6.6 percent per year on the average from 2016 to 2019. It was supposed to be an upper-middle income country by this year prior to COVID-19 but we won’t make it,” ani Dominguez.

Binanggit din nito ang Build, Build, Build infrastructure program ng gobyerno kung saan nagdoble ang gross domestic product kumpara sa nakalipas na limang dekada.

“We averaged four and a half percent of GDP in 2019. On the average was only about two percent for 50 years of GDP. That’s spending on infrastructure,” wika ng kalihim.

Nakakuha rin aniya ang bansa ng pinakamataas na credit rating at nakapagtala ng pinakamababang unemployment rate.

“We got BBB+. And in one rating agency, the Japanese rating agency, we are actually A minus (A-). We had the lowest unemployment of 5.3 percent and underemployment of 14.8 percent in January of 2020. And the lowest poverty incidence of 16.7 percent ever in the Philippines starting on 2018,” ayon pa kay Dominguez.
